Meet the Board of Directors

The Board of Directors is elected annually and determine policies and programs. The staff employed by the board is responsible for organizing and executing the Chamber of Commerce's programs and promoting policies. The committees consisting of members of the Chamber of Commerce are committed to achieving the goals within the strategic plan. As the #1 business association in the community, we are the voice of business through our collective association. 

  • Jean Maltesen, President

    Jean Maltesen, President

    Jeannie Maltesen moved to Parksville in 1993, and has lived in Errington since 1998. Jeannie holds a Bachelor of Arts, a Bachelor of Education, a Master of Education, and is working on completing her Doctorate in Education. She has been employed by VIU since 1993 and currently holds the position of Associate VP of Marketing and Communications. As a representative for Vancouver Island University, a local resident of the Oceanside community, a parent of two high school age children, and a spouse of a local business owner, Jeannie has a vested interest in the Chamber and the economic development of this community. She brings a valuable perspective to the Chamber that encompasses a broad scope of stakeholder interests; one that supports the development of a vision and implementation of an actionable plan that will achieve long-term sustainability of a healthy, thriving Oceanside region.

    Meghan Walker, President Elect

    Meghan Walker has been a REALTOR® since 2014. Real estate is one of Meghan’s passions, as is building relationships and it shines through every interaction with her clients. It was the opportunity to do something she loved while establishing long-lasting relationships that drew her from her previous career in hospitality and tourism management. Her commitment to clients and love for the area have made her one of the top producing agents in the business. ​ During her term as a Chamber Director Meghan’s Real Estate knowledge and her Tourism experience were valuable resources for the Events and Policy Committee.
  • Brian McLean, Vice-President

    Brian McLean, Vice-President

    Brian McLean worked for 25 years in the food manufacturing industry in South Africa and relocated with his family 6 years ago. Brian is with Core Insurance Solutions. Being a lifetime buyer of the commodity he is now on the other side of the desk! His passion in business leans towards entrepreneurship and he hopes he can provide some mentorship to those new to business and perhaps bring fresh ideas to the Board. ​

  • Tamara Schmidt, Treasurer

    Tamara Schmidt, Treasurer

    Tamara Schmidt grew up on the Island. She moved away to pursue her career options but relocated back 6 years ago with her family. Tamara has been with CIBC for the past 8 years in various roles throughout the organization, with her current role being Banking Centre Leader. Tamara volunteers for various charities including Run For the Cure, United Way and the BC Children’s Hospital.

    Donna Andres, Director

    Donna Andres moved to the Island in 1998 with her husband Tim and 3 kids. She worked in the medical field for over twenty years and then had an opportunity to open her own business. She opened Lady’s Mantle in 2008. Soon after, she and Tim purchased the Speedy Glass Franchise and combined the businesses in one location. ​ Donna really enjoys having her family and grandchildren on the Island. Her favorite activity is walking the boardwalk and cycling with her grandkids. Donna is very involved in her community and supports many events and local charities. ​
  • Jeff Frankford, Director

    Jeff Frankford, Director

    Jeff Frankford was raised in Port Alberni and with his family located to Parksville in 1972. He’s lived in the Parksville area for most of his life and for the last 20 years has lived in Nanoose Bay with his family. He and his wife Tami own Island Cleaning Supplies and their son in-law Todd Burnham manages the company with them. They each play a part, making it a real family business. Jeff holds an electrical ticket with the BC Safety Authority for low energy and is a licensed and bonded contractor. He is currently the VP of The Rotary Club of QB.
  • Cassie Long, Director

    Cassie Long, Director

    Cassie Long moved to Parksville in 2015 from Whistler. Her family chose Parksville because it provided them with the right job opportunities, and they were ready for beach life after having been on the mountain for so long. Cassie works with Bayview Strata Services and has experience with communications, property management, hospitality management, marketing, social media and sales. She is passionate about real estate and sustainable development. She enjoys music, festivals, travel, family time, and community involvement. She’s always interested in connecting with others and exchanging ideas!

  • Rakaia McCarthy, Director

    Rakaia McCarthy, Director

    Rakaia McCarthy is the Operations Manager at Mercedes Lane Fashion & Furniture Ltd. Rakaia was born in New Zealand later moved to Scotland where she really found her passion for the fashion industry. After completing her Fashion Business and Creative Arts program at John Casablanca’s Institute in Vancouver she set her sights on moving to Parksville. Working with Mercedes Lane she has assisted with the expansion the business. This is Rakaia's second term as a Director with the Chamber.
  • Kathy Morrison, Director

    Kathy Morrison, Director

    Kathy Morrison has an extensive background in sales within the hospitality industry in a variety of roles. She has served as the Director of Sales & Marketing for three years at the dual branded Hilton Garden Inn/Homewood Suites in Burlington, ON. She has also travelled the globe as an International Sales trainer. Kathy is loving the outdoor opportunities of living in the Parksville Qualicum Beach region and spends her free time hiking and exploring the natural beauty on Vancouver Island. She looks forward to serving the community as a member of the Board of Directors.
  • Luc Ouellet, Director

    Luc Ouellet, Director

    Luc Ouellet started his professional career as an Aircraft Maintenance Engineer ‘R’ & Red Seal Automotive Technician. Luc has been a teacher for over 20 years and currently works with SD 69. He wants to use his experience to enhance partnerships with the Chamber and SD 69, with the end goal of investing in the potential of our youth. Luc supports projects that enhance the economic viability of our community and he believes the Chamber can help to connect youth with local business.
  • Charmaine Smith, Director

    Charmaine Smith, Director

    Charmaine Smith works with Coastal Community Credit Union as a Business Relationship Manager in the Parksville Business Centre. She and her family settled in Qualium Beach 15 years ago after moving from Victoria. She has two teenage daughters.Charmaine enjoys Crossfit, gardening, beekeeping, and anything that keeps her outdoors! She is also part of the Board of Directors with Inclusion Parksville and the ODCA board. She likes to get involved in the community and to help where she can.
  • Susan Wismer, Director

    Susan Wismer, Director

    Susan Wismer holds a Bachelor of Laws degree and a Post Graduate Diploma in Constitutional Law from the University of Alberta. In 2013, following a long and distinguished legal career, Susan retired as Chief Corporate Counsel with the Alberta government, and moved to Parksville. Susan is a passionate advocate for the arts, and believes that art and culture contribute significantly to a vibrant community. She served on the Oceanside Community Arts Council for 4 years, and is currently vice-president of the Parksville Historical Society. Susan is also a piper and band secretary with the Mt. Arrowsmith Pipe Band.
  • Dave Willie - Past President

    Dave Willie - Past President

    Dave Willie has owned and operated Black & White Event Rentals for over 25 years, serving Vancouver Island events and festivals from Victoria to Campbell River. Their clients include Corporate, Universities, Non Profit and Event Planners from across the lower Mainland and Vancouver Island.

    He has served as a Director and President of the Qualicum Beach Chamber of Commerce, and as a Director and President of the Parksville & District Chamber of Commerce, where Black & White has held a membership for over 20 years.

    This experience served him well as a Councillor in Qualicum Beach and also as a Director at the Nanaimo Regional District where good governance and oversight is important.
